I ♥ how you have documented these tires...I need to do that with my piles that never seem to move...everything looks better with some red added to it...plus can't you deal with anything as long as you have the right pair of shoes?????
Now, I don't know the story behind those tires, but I can guess. And if I were the guy who left those tires there? I'd take the boots as a sign of aggression at the very least, an all-out threat more likely.
Print out the photo and tape it to the car windshield of the offender. It may put a little hurry in his git-along. ;)
